This is Quest item given to the High Cultist Zeebo NPC in Shrieking Sands however you can actual wear this and it does have a armor value on it
Note you can not progress the story if you do not return the mask back to the High Cultist Zeebo you can keep the mask in your inventory/Helmet slot and then regenerate the world and the mask will return to its normal place while still having it in your inventory/Helmet slot. After that, Acolyte Maria will give you the Greatbeast Totem.
